What the regulation covers
The amended rule applies to recommendations that result in a consumer entering into or declining a transaction involving an annuity contract or life insurance policy. Its annuity provisions became effective in 2019 and its life-insurance provisions in 2020.
A recommendation must reflect the consumer's needs and financial situation. The producer's own financial interest cannot be placed ahead of the consumer's interest when making the recommendation.
