California contractor licensing: when you need the Law and Business exam

Find out when California requires the Law and Business exam, how license classifications differ and what else your application needs.

Can you get a California contractor license without taking the law exam?

When applying for an original California contractor license, the qualifying individual must pass Law and Business and the applicable trade examination unless CSLB grants an examination waiver. If Law and Business is required for your application, you cannot obtain that license without passing it. Passing the exam is one step in the process; you must also meet the remaining requirements before the license can be issued. S5

When California requires a contractor license

California’s minor-work exemption changed on January 1, 2025. The general rule now requires a license when a project costs $1,000 or more, requires a building permit, or uses employee labor. The narrow exemption for work below $1,000 has additional conditions; dividing a larger project into smaller contracts does not create an exemption. This is separate from the $500 threshold for a written home improvement contract. S7

Understand the classification before choosing a study plan

Class A covers general engineering. Class B covers general building; its scope rules refer to at least two unrelated trades and contain important provisions for framing, carpentry and specialty work. B-2 is a separate residential remodeling classification involving qualifying nonstructural work on existing residential wood-frame structures and at least three unrelated trades. Do not apply B-2’s three-trade rule to every Class B project. S8

Specialty classifications cover defined trades. C-61 limited-specialty applicants generally take Law and Business without a separate trade exam. That does not remove the experience, licensing or other application requirements. New applicants should refer to the current C-49 Tree and Palm classification, rather than the former D-49 Tree Service category. S9

Plan the whole application

Confirm your classification and any waiver with CSLB. Assemble verifiable experience records, prepare for each examination actually assigned, and budget for bonds, insurance and issuance fees. A trade-exam waiver does not automatically waive Law and Business.

CertiAcademy’s Contractor preparation focuses on Law and Business. It does not replace a trade examination, an application decision or professional advice on your company’s license scope. Start with the free 30-question test, then use your results to organize the legal and business topics you need to study.
