The two federal enrollment windows
These are real deadlines, not marketing inventions. They create a defined period in which many consumers actively review coverage. They do not guarantee that a new licensee will be contracted, trained and ready to sell by a particular day.
| Market | 2026–2027 federal window | What the date means |
|---|---|---|
| Medicare Open Enrollment | October 15–December 7 | Medicare beneficiaries can review and change eligible health and drug coverage for the following year. |
| Federal Marketplace Open Enrollment | November 1–January 15 | Consumers can enroll in or change Marketplace coverage; state-based marketplaces may set different deadlines. |
The state license is the beginning, not the final authorization
- Pass the applicable state examination and complete the state's licensing steps.
- Receive the correct lines of authority and any required insurer appointment.
- Complete annual Medicare training and the requirements imposed by each contracted plan before Medicare activity.
- Complete annual Marketplace registration and training where federal Marketplace participation applies.
- Follow suitability, best-interest, marketing, privacy and documentation rules for the product being discussed.
What the official income data prove
The Bureau of Labor Statistics reports a May 2025 median annual wage of $62,280 for insurance sales agents. The highest-paid 10 percent of the employees measured earned more than $138,140. Commissions and production bonuses are included in those wage figures.
That establishes substantial upside in the occupation. It is not a forecast for a beginner: the BLS survey excludes self-employed agents, and it does not isolate Life & Health production from other insurance lines.
| Official wage marker | May 2025 amount | Responsible interpretation |
|---|---|---|
| National median | $62,280 | Half of measured wage-and-salary agents earned more and half earned less. |
| Top 10% threshold | More than $138,140 | High earnings are documented, but not typical or guaranteed. |
| Direct health and medical carriers median | $73,440 | Industry segment figure for measured employees, not independent-agent take-home pay. |
Why one Medicare commission number is misleading
CMS now publishes 2026 compensation at the plan level. The file identifies state, county, organization, plan and the amounts reported for independent-agent enrollments. That is better evidence than repeating one nationwide dollar figure.
CMS explains that initial compensation generally applies in the first year or after an unlike-plan-type change, while renewal compensation is generally half as much in later years if the member remains enrolled or makes a like-plan-type change. Actual payment still depends on the plan contract and compliant enrollment.
A practical route into the season
October 15 is a powerful reason to start. The stronger reason is that a durable book of business is built through accurate advice, retention and repeated service after the enrollment window closes.
- Use your state's current outline and handbook to plan the exam rather than guessing a licensing date.
- Prepare for national concepts and state law as separate learning jobs.
- Begin agency and carrier conversations while studying, but do not represent yourself as licensed before approval.
- Treat Medicare and Marketplace training as separate milestones after the state exam.
- Build a year-round plan that includes service, renewals and suitable life or health conversations — not just a seasonal sprint.
