What the Florida 2-15 license covers

The resident 2-15 license is Florida's combined Health & Life license, including annuities and variable contracts. It is broader than a life-only or health-only authority, which is why the examination draws from both product families and Florida-specific law.

Passing the examination does not by itself issue a license. Florida DFS still reviews the application, prerequisite education, fingerprints and background requirements.

The licensing path before and after the exam

The old 200-hour statement found in some third-party material is not the current standard shown in the Florida 2-15 qualification document. The official document lists a 60-hour approved course for this route.

  • Complete a 60-hour Florida-approved life and health course, or qualify through one of the official alternatives listed by DFS.
  • Submit the state application and complete the fingerprint/background process.
  • Receive authorization and schedule the examination with Pearson VUE.
  • Pass the examination and complete any remaining licensing requirements in MyProfile.
  • Apply within the validity period stated by Florida DFS; a passed exam does not remain usable forever.

What you have to know

Use the current Pearson VUE content outline as your checklist. A generic national question bank cannot show whether you have covered the Florida sections in the proportions and detail expected by the state outline.

Why structured preparation matters

Florida's 2025 annual report says 33,218 candidates took the Health & Life examination and 17,504 did not pass, a non-pass rate of about 52.7 percent. The report also identifies wide group differences, but it does not establish their causes.

The practical lesson is simple: diagnose weak chapters early, train the full time limit and study Florida law deliberately. Do not interpret a prelicensing certificate as proof that you are exam-ready.
